i heard E-911 systems can send a text message to emergency responders cell phones with details of call, location and type of call, also used as like a notification saying you have a call. i heard fire departments/countys have that for there fire departments. and ems squads

I’m not sure what your question is.
You cannot send a 911 center text messages. They are not equipped to recieve text messages from 911 callers yet.
Firemen use special pagers that recieve info from the 911 center, but it is nothing like text messaging.

How do you set up a system to charge for text messages or sms?
How does system like that work ? Does it have to be set up throught a phone company?
Like if some one sends a message to my system it will charge them an extra $.50
If anyone has done this before let me know I have a project I want to start. pay is likely

It would help if you mentioned which country you are from.
Because different companies have different procedures.
You need to have a dynamic webpage to start off with and you have to buy the rights for the script.
Buy a server that allows input of SMS, and connection to a SMS output system thru telephone company.
Doing a reverse charge is almost impossible b/c of the different companies that are available atm the moment. Unless you really want to hook up all companies.
So you need a connection with the bank also, to get all the money via people’s credit card.
And so you just pay off your own bill later on thru people’s credit card.
Yes I know it sounds like a hassle which is why people don’t really do it no more.

System that sends text messages?
What would you need for a system to send out a text message when an event happens? (i.e. like the system Facebook has, where a text message can be sent when someone writes on your wall). Can something be written in Java for that to work?
If I design/implement my own system, I’m looking to see if there’s a way for if an event happens in my system, I can send a text message out to a specific cell phone number(s). I used Facebook as an example as a similar system.

Where ever your code,it need hook in to listen for event.
Often called “subscriber” or “consumer” or “hook”
When event happen (“fire”, “trigger”), it execute your code.
If code goes on site like facebook, look for facebook API for hook/event notification.
